Last October, the manager of Korean restaurant Hanilkwan was bitten by the dog of a famous singer and died. Likewise, a woman was bitten by a famous actor's dog and passed away in May. The National Fire Agency reported that 1,566 people were taken to hospital bitten by dogs in 2019. Seol Chae-hyeon, who is a veterinarian, said, “Dogs can show aggression anytime when they are sick or in specific situation.” Also, the president of Bodeum Company, Kang Hyung-wook, who is called a 'dog expert' claimed, “My dog never bites!” That is a meaningless sentence since accidents with dogs are usually caused by ferocious dogs. A ferocious dog is a dog that has a violent character when they are born and it can endanger other animal and people. Tosa dog, American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, Rodwiller and their crossbreed are in the category of ferocious dog.

 

There are many rules and obligation to raise ferocious dogs. There are mandatory rules about 'When walking a ferocious dog.' Owners have to keep the dog on a leash, muzzle their pets, and register them in relevant organizations. Also, owners must put I.D. tags on their pets. Anyone who has started to raise ferocious dogs must complete compulsory education within six months. Afterward, they spends three hours in education every year. Lastly, there will be an insurance covering for injuries by ferocious dog, starting in February 12 next year. This insurance is rewarding damage to the injured partys life, body and wealth caused by a ferocious dogs. This insurance was created because there was a sharp increase in the number of accidents involving ferocious dogs. This is controlled by a system of the Animal and Plant Quarantine Agency. For example, breaking rules can be fined 1 million won for a first offense, 2 million won for a second violation.

 

What are coping methods for someone who got attacked by a dog or witness an illegal act by the dog owner? All dogs’ mouth have lots of bacteria. If they penetrate into the human body from the dog bite, it can lead to Tetanus and Secondary infections. So, when you are attacked by a ferocious dog during a walk, get disinfected as soon as possible. If it doesn't stop bleeding, you should keep the injury above the heart level and visit the hospital quickly. Germany classifies ferocious dogs in 19 categories and ban civilians from raising four species like American Pit Bull Terrier. Other ferocious dogs must take a test about aggression to decide whether they should be muzzled in public places. North Rhine-Westphalia test dog owners, who are raising 20-40kg dogs. France issues permits by City Hall. This is a kind of licensing system. Also, the ferocious dogs are periodically assessed whether they are dangerous to people.

 

The biting accidents by dogs happen constantly, but it can be prevented with the owner’s supervision. When the owwner uses a leash and muzzles their pet these accidents will be reduced. This way, we can stop many accidents from taking place through only 'owner's supervision.' We can provide rules and requirements about ferocious dogs to owners. As a result, we can ensure the community is safe and people polite and courteous to each other. And if this system functions well, other small pets can live comfortably. So, a person who does not have pets, should judge the situation and acquaint itself with coping methods.
